Biography

Joel Duling serves as the Associate Laboratory Director for the Operational Systems Directorate (OSD) at PNNL. In this role, he provides overall leadership for the capability stewardship and programmatic execution functions within OSD and is accountable for the integration of OSD with all other PNNL Support and Research and Development organizations to achieve the PNNL mission. Joel supports a broad range of strategic and tactical performance requirements including management of all facilities and infrastructure; campus development; environment, health, safety, and security; project management; and nuclear operations and assurance programs. The directorate Joel oversees is comprised of more than 800 technical and support staff.

Prior to his role as ALD, Joel served as OSD’s Deputy Director and Chief Project Officer. He brings more than 35 years of extensive management experience in high hazard nuclear operations, project management, nuclear and defense manufacturing, as well as complex program execution to this role.  Prior to joining PNNL Joel was the president of BWX Technologies, Inc Nuclear Operations Group where he oversaw the Company’s five manufacturing sites which provide reactor cores and components for our Nations Naval Nuclear Propulsion Program, employing over 4,500 personnel and generating $1.6B in annual revenue. Joel also has held strategic leadership roles at the Y-12 National Security Complex and Idaho National Laboratory

Joel holds a Bachelor of Science degree in biophysical systems/chemistry from Northern Michigan University, Marquette, a graduate certificate in applied nuclear energy from Idaho State University, Pocatello and an MBA from Auburn University.
