Technical Approach
An optimization-based restoration planning module will be developed and integrated with PNNL’s DCAT database management module, as shown in the figure. This new capability will guide the efficient restoration sequence towards reducing the outage duration as much as possible.
- Assess the impacts of extreme contingency across the system and interconnections using DCAT. This provides total system damage
- Collect and aggregate diverse data from various resources (availability of restoration resources, field crews, GIS, etc.) in a database management module to support DCAT data analytics for improved restoration efforts
- Classify the level of damage of assets in terms of their repair time and their access to replacement parts
- Develop a simulation module to run in reverse to simulate the behavior of a power system as generators are gradually brought online and load is picked up over time. In this, a post-extreme event system will be used as the initial system
- Develop an optimization-based restoration planning approach for DCAT to prioritize restoration plans to bring the system back online as quickly as possible through a series of restoration activities, implement the needed repairs, and reassess the system’s state
- Develop strategies to utilize the full potential of black-start and to improve the recovery process, such as DER and others.
