Abstract

Stabilizing and then drawing down global temperature requires achieving net-negative CO2 emissions globally. Carbon removal is needed to offset “hard-to-abate” sectors that remain sources of emissions at net-zero and beyond. We argue the use of scarce carbon removal resources should be guided by the principles enshrined in the Paris Agreement.
