Abstract

The intent of this research was to convene regulators, utility stakeholders, tribes (6 Sovereigns), and the general public/consumer, in a regional analysis spanning Idaho, Montana, Oregon, and Washington. The novelty was that this analysis would not be conducted in a vacuum, but would be informed by a robust and representative collection of interested parties from across the region.
