The nonproliferation regimes of today were established in an attempt to prevent the misapplication of peaceful technologies for weapons purposes. Balancing the demands of economic development and unconstrained access to technology, while preventing the misuse of these technologies has always been the greatest challenge faced by these regimes. This paper discusses several examples.
