Program Implementation
States, territories, and Tribes are tasked with designing rebate programs aligned with key objectives identified in the Inflation Reduction Act. As stewards of these initiatives, it is imperative to integrate these overarching goals into the fabric of program design to maximize impact and efficacy. To assist with meeting these objectives, the Department of Energy (DOE) and PNNL have developed process workflows and sample user interfaces as recommendations for successful program implementation. Programs are not required to use these process workflows or sample user interfaces, but must submit any proposed workflow(s) for approval from DOE prior to implementation of the program.
Process Workflows
PNNL recognizes that the success of the Home Energy Rebates programs hinges not only on a robust API but also on actionable workflows. These workflows define the step-by-step procedures that relevant stakeholders (such as state energy offices, implementers, and vendors) planning to use the DOE Rebate API will follow to participate in and administer the program(s) effectively. The table below outlines the possible avenues to claim Home Energy Rebates, and each hyperlink leads to the proposed workflow.

Sample User Interfaces
The following sample user interfaces/wireframes delineate how homeowners, tenants, contractors, and retailers can participate in IRA Home Energy Rebate programs. Some users will need to be able to apply for rebates; others will need to be able to submit documentation in order to be reimbursed for applying rebates at point of sale or installation. User interfaces should be easy to use and should walk the user through all steps needed to complete that function. While separate wireframes are provided for 50121 and 50122 rebates to clarify the specific data needs for each program, web designers can create systems that allow users to seamlessly participate across rebate programs.
