Talia Ochoa is the small business program manager in the Proposals, Contracts, and Acquisitions Group at Pacific Northwest National Laboratory (PNNL). Since joining PNNL in 2025, she has worked to strengthen supplier inclusion and ensure progress toward small business goals. Talia’s 9 years of government contracting experience—particularly in software procurement—inform her pragmatic approach to market engagement and compliance. Prior to PNNL, she was the small business program manager at Washington River Protection Solutions. She routinely collaborates with business representatives across diverse industries and sizes to align capabilities with PNNL needs, and she is energized by connecting with new partners and understanding their work.
