PNNL

David Kostorowski is a senior advisor in the National Security Directorate’s Program Development Office at Pacific Northwest National Laboratory (PNNL). He brings more than 30 years of experience leading large-scale national security, environmental remediation, and technology deployment programs in over 75 countries. Throughout his career, he has built and managed major federal programs for the National Nuclear Security Administration, Department of State, Department of Homeland Security, and other government agencies, overseeing portfolios that have achieved more than $300 million in annual revenue.

Mr. Kostorowski rejoined PNNL in 2026 after serving eleven years as the general manager for several Sealaska Corporation subsidiaries, where he developed the company’s environmental remediation core capabilities and expanded its nuclear nonproliferation business. In this role, he led business development strategy, managed global engineering teams, oversaw contracting and staffing, and built strategic partnerships with both government and industry. His teams supported mission areas including border security, nuclear nonproliferation, and systems engineering.

Earlier in his career, Mr. Kostorowski held a variety of leadership roles at PNNL dating back to 1993, including sector, account, program, and project management positions supporting National Nuclear Security Administration and other national security missions. He also completed a two‑year assignment with the Department of Energy’s Nuclear Material Security Task Force in Washington DC. 

He is widely recognized for building high‑performing multidisciplinary teams, aligning organizational strategies with emerging market needs, and strengthening client relationships while delivering complex national and environmental security solutions.
