David Donnelly
Biography
David Donnelly is a trained attorney who specializes in analyzing emergent policy and legal issues related to arms control and nonproliferation, and in the design and implementation of foreign technical assistance to improve national legislative and regulatory frameworks for the security and nonproliferation of chemical, biological, radiological, and nuclear weapons and materials. He currently leads a multi-year project for the U.S. Defense Threat Reduction Agency to develop international guidance for implementation in national legislative and regulatory frameworks of chemical security best practices. He also implements other ongoing work for the U.S. National Nuclear Security Administration's Offices of Radiological Security and International Nuclear Safeguards, among other U.S. government sponsors.
David has over 10 years of experience as a contract Russian linguist and analyst at various U.S. government agencies. At the Department of State, Donnelly acted as Russian-to-English translator of materials of international legal significance, including treaties, constitutions, and regulations, and served as a treaty conformity officer in Russia and Switzerland on the U.S. delegation that negotiated the New Strategic Arms Reduction Treaty in 2009-2010. At the U.S. Department of Justice, he provided translation, interpretation, and analytic support for criminal, counterterrorism, and counterintelligence investigations, and for inter-governmental coordination between the department and foreign law enforcement bodies. He also managed teams of linguists in multiple field offices and taught intermediate Russian to professional staff.

David retains certifications to perform translation and interpretation for U.S. Department of Justice and Department of State. He received the U.S. Secretary of State, Certificate of Recognition for Contribution to the Successful Negotiation of the New Strategic Arms Reduction Treaty in 2010.
