A Hawaii Public Utilities Commission (PUC) decision and order that approved a microgrid services tariff for the Hawaiian Electric Companies. The tariff's purpose is to promote microgrid development and remove regulatory barriers so that microgrids can operate during emergencies. In this phase 1 order, the PUC eliminated certain constraints—for example, it removed a program size cap and operator fees and declined to impose standby charges—to encourage microgrids to serve customers during outages. The order established the framework for microgrid project agreements (including a standard hybrid microgrid agreement) and included an microgrid participants' bill of rights to ensure service and safety standards for customers. Outstanding issues (e.g., compensation for services in non-emergency periods) were deferred to a phase 2 proceeding.
