Background

The primary existing approaches used by utilities are based on deterministically established dispatch and flow patterns, a few “typical” stresses, and known congested paths. Consequently, these approaches are becoming increasingly inadequate for dealing with the problem of growing uncertainty caused by variable generation, developing wide-area markets and other random factors. A new generation of probabilistic methods, reliability and control performance criteria, tools, and business practices is necessary to address these challenges.
