How to Use the EESA
Pacific Northwest National Laboratory (PNNL) developed this energy equity self-assessment to help states understand where they are and where they can go to advance energy equity along several dimensions. Since each state is unique, the assessment does not provide a score. Instead, it provides a visual assessment of actions that a state has started, has completed, or could consider for next steps.

How to Use the Self-Assessment Tool
To complete this energy equity self-assessment, download a copy of the workbook from your email and then follow the simple instructions to check off actions that your state has taken, is in the process of adopting, or has not done. You will likely benefit from reading the brief memo accompanying the workbook. For additional information on the policy actions described in the workbook, click on any individual action or review the full appendix.
Public utility regulatory commissions may find value in comparing different staff’s assessments of a state’s actions through this tool, or by comparing regulators’ assessment with utilities’, consumer advocates’, or other stakeholders’ assessments as a starting point for discussion.
