The Integrated Distribution Plan (IDP) outlines Xcel Energy's strategy for modernizing and operating its distribution system to ensure safe, reliable, and affordable power delivery. It details infrastructure planning, grid edge resource forecasts, financial planning, and grid modernization efforts to support a more decentralized energy future. The IDP also seeks certification for initiatives like distributed intelligence and the resilient Minneapolis project, aiming to enhance grid reliability, customer engagement, and energy resilience.
Mandates electric utilities as a part of the grid edge resource planning process to identify data gaps and required upgrades—advanced metering, grid monitoring equipment, and simulation tools—as well as considering wires and NWA in the planning process.

Provides a literature review of hardware requirements of Distributed Energy Resource Management Systems (DERMS) and algorithms in use for state estimation. Provides latency and bandwidth capabilities of distributed communication infrastructure, likely communication systems around microgrids, and how they meet the requirements of grid edge resources and DERMS, and state estimation algorithms. A literature review is performed toward the development of an algorithm for use with the DERMS-Red Cave system for verification of state change commands at the grid edge using real-time automation controller.
