A Hawaii Public Utilities Commission (PUC) decision and order that approved a microgrid services tariff for the Hawaiian Electric Companies. The tariff's purpose is to promote microgrid development and remove regulatory barriers so that microgrids can operate during emergencies. In this phase 1 order, the PUC eliminated certain constraints—for example, it removed a program size cap and operator fees and declined to impose standby charges—to encourage microgrids to serve customers during outages.
