Biography

Jessica Rogers is an international lawyer focused on providing law and policy expertise at the intersection of national security and emerging technology. As a legislative and regulatory analyst at PNNL, she specializes in the areas of nonproliferation, counter disinformation, and space law.

On the Treaties & Agreements team in the Global Security Technology & Policy group, she regularly develops and delivers international capacity building projects for the Department of Energy, Department of Defense, and Department of State.

Prior to joining PNNL, Rogers helped implement treaty obligations at the Department of State’s Bureau of International Security and Nonproliferation. Prior to that, she promoted nuclear arms control policy at the Nuclear Threat Initiative. Her volunteer experience includes serving as vice-chair of the American Society of International Law’s Space Law Interest Group, non-governmental organization delegate to the United Nations, and mediator at the Superior Court of California.

Rogers holds a JD from the University of California, Hastings College of the Law; an MA in Security Studies from Georgetown University's School of Foreign Service; and certificates in International Law from the University of Oxford and American University.

Rogers is an active member of the Washington, D.C., bar.
