Biography

Jeff Evans serves as the Director of Homeland Security Programs within the National Security Directorate at Pacific Northwest National Laboratory (PNNL), where he oversees the laboratory’s strategic relationship across the Department of Homeland Security (DHS) enterprise. In this role, he leads the integration and delivery of PNNL’s capabilities to address DHS’s most pressing mission needs, spanning border security, transportation security, cybersecurity, and emerging threat domains.

With over 25 years of experience managing high-impact technology programs across the federal sector, Jeff has a proven track record of transitioning advanced capabilities into operational environments. His leadership has driven the deployment of cutting-edge data analytics, artificial intelligence, cloud architectures, and machine learning solutions in mission-critical settings.

 Jeff has played a key role in advancing non-intrusive inspection (NII) technologies, including X-ray, Computed Tomography, millimeter wave, and radiation detection systems—core capabilities or identifying threats at U.S. borders and ports of entry. His work has supported multiple DHS components, including U.S. Customs and Border Protection, and the Transportation Security Administration, delivering innovative solutions that improve detection, throughput, and operational effectiveness.

His broader portfolio includes cybersecurity, critical infrastructure protection, international energy resilience, and big data analytics, reflecting deep expertise in national security technology modernization. Since joining PNNL in 2010, following a successful private-sector career supporting the intelligence community and Department of Defense, Jeff has remained focused on strengthening the nation’s security through innovation and partnership.
