Moving Toward a Theory of Evaluating Public Participation in Environmental Decision-Making

Abstract

There is limited theoretical progress on the subject of public participation. The work reported here symthesizes previous theoretical work and previous empirical studies with additional theoretical sources to move toward a theory of public participation that will be useful in program evaluation.
