Safeguarding the global trade of dual-use goods
The dynamic global trading system has made it difficult for universal implementation of measures to prevent illicit trade of dual-use goods which have both a legitimate civilian and military application. Dual-use goods are produced and traded daily and are an important part of the global economy; however, they can be misused to create nuclear, chemical, or biological weapons of mass destruction (WMD) and chemical, biological, radiological, nuclear, or explosive (CBRNE) weapons of mass effect.
Pacific Northwest National Laboratory (PNNL) delivers workshops, consultations, and trainings for foreign partners to strengthen their implementation of international and multilateral sanctions regimes. Through key international partnerships and stakeholder engagement, PNNL has been able to bolster partnering countries’ capacity to enforce domestic strategic trade controls (STC) and sanctions requirements.
PNNL maintains a team of subject matter experts who leverage diverse backgrounds in science, technology, and international policy in engagements with partners to enhance global security.
Being able to build out these capabilities for international sanctions and STC implementation supports PNNL’s efforts to strengthen nonproliferation and assure that sensitive, dual-use technologies do not go to countries that will misuse them or use them against other nations.
