Counterproliferation Finance Implementation

Supporting global partners to prevent the spread of destructive weapons

Pacific Northwest National Laboratory (PNNL) supports U.S. government strategy and capability building efforts for international partners to understand and implement United Nations (UN) sanctions on preventing the financing, development, and spread of chemical, biological, and nuclear weapons.  

PNNL staff use a variety of skillsets and have a broad range of experience on weapons of mass destruction (WMD) proliferation topics, including illicit finance, investigation tactics, export controls, and legal and regulatory analysis. 

Using instructional design and adult learning techniques, PNNL instructors create detailed and engaging curriculum tailored to the specific counterproliferation finance (CPF) needs and interests of its global partners. This specific curriculum highlights key concepts and steps that can be taken to identify and counter illicit activity. All workshops and seminars include CPF scenarios and real case studies to bring the topic to life and develop connections between domestic, regional, and international stakeholders.  

Counterproliferation finance training topics that PNNL offers include: 

  • UN security council resolutions and sanctions related to proliferation financing and WMD development
  • Export controls and their connection to sanctions implementation and WMD development
  • UN targeted financial sanctions, which are required for all UN member states to implement
  • Financial Action Task Force recommendations 
  • Investigative practices to support proliferation finance and WMD-related investigations
  • Sanctions evasion typologies and red flag identification specific to proliferation finance and WMD sanctions evasion
  • Information sharing and collaboration techniques to support cooperation between government agencies and public-private sectors during proliferation finance investigations and WMD-development incidents

These trainings inform partners on the characteristics of proliferation finance, WMD development, and how to identify these illicit activities in their jurisdictions.
