Biography

Dr. Friese is an experienced research scientist and laboratory fellow at Pacific Northwest National Laboratory (PNNL) who specializes in radiochemistry and environmental measurements. His career commenced with research in developing methodologies for characterizing nuclear debris, which supported the U.S. nuclear forensics operational program. This expertise naturally transitioned into supporting Comprehensive Nuclear-Test-Ban Treaty (CTBT) initiatives, particularly in environmental characterization of nuclear debris for treaty monitoring purposes. 

Since the mid-2000s, Dr. Friese has significantly contributed to all three pillars of the CTBT verification regime. His work with the International Monitoring System (IMS) includes devising a categorization scheme for detections, coordinating global background measurement campaigns, and providing support to RL-16, the U.S. IMS laboratory managed by PNNL. In collaboration with the International Data Centre, Dr. Friese has also been instrumental in deploying a network of stack monitors at medical isotope production facilities worldwide, enhancing the precision of background release measurements and aiding in radionuclide software development. Additionally, for on-site inspections (OSIs), Dr. Friese developed a comprehensive OSI-relevant radionuclide list in collaboration with P5 colleagues, facilitating treaty verification while safeguarding national security information. His leadership extended to participation in the scenario task force and control team for the 2014 Integrated Field Exercise. 

Dr. Friese has actively supported the U.S. Delegation to Working Group B (WGB) since the mid-2000s, engaging in numerous technical discussions throughout the WGB forum. He also supported technical discussions in various strategic workshops that span the verification regime, such as the International Noble Gas Experiment, the National Data Center workshop, the Expert Technical Analysis workshop, and OSI workshops. Moreover, Dr. Friese is a founder and an active member of the Workshop on Signatures of Medical Isotope Production, which fosters collaboration between the nuclear monitoring community and industrial leaders in medical isotope production to advance nuclear explosion monitoring technologies.
