Cristina Siserman-Gray
Biography
Cristina Siserman-Gray is a legal and regulatory specialist at Pacific Northwest National Laboratory (PNNL) with more than 10 years of experience as an international lawyer specialized in arms control and nonproliferation. As part of the Legal Frameworks Team at PNNL, she contributes to legal and regulatory aspects on nuclear security and safeguards, as well as on the nonproliferation of chemical, biological, radiological, and nuclear agents, by supporting projects for the Department of Energy (DOE) and U.S. Department of State (DOS). She focuses on capacity building programs for DOE/National Nuclear Security Administration, including International Nuclear Security, Nuclear Smuggling Detection and Deterrence, and International Nuclear Safeguards Engagement Program. She has also led projects as a principal investigator under the Advanced Reactors International Safeguards Engagement program and Safeguards Concepts and Approaches.
Prior to PNNL, she worked in various legal and policy positions for international organizations, including the North Atlantic Treaty Organization, the International Atomic Energy Agency, the Comprehensive Nuclear Test Ban Treaty Organization and the United Nations Office on Drugs and Crime. In these capacities, she provided legal technical assistance related to implementation and verification of international treaties and agreements and contributed to the delivery of international trainings for diplomats, national regulators, military and law enforcement authorities. Parallel to her work in international organizations, she also has experience in legal academia as a PhD candidate and researcher at the Faculty of Law of the University of Vienna, Austria. Her doctoral work focuses on legal aspects of illicit nuclear trafficking and transnational criminal law, and she has developed a course in international nuclear law.
