Biography

Allegra Steenson is a research scientist in the Economics, Policy & Institutional Support Division of the Energy and Environment Directorate. She received a BS In Environmental Science from the University of Chicago in 2019 and initially joined PNNL in 2021. Her work at PNNL specializes in building envelope technologies, utility programs, and applied research that support the adoption of high-performance window and envelope solutions. Her work focuses on translating technical analysis into practical guidance that enables utilities and program administrators to implement effective energy-efficiency programs.

She co-leads the Utility Working Group for the Partnership for Advanced Window Solutions (PAWS), where she works with utilities, researchers, and program implementers to advance high-performance window and envelope technologies, including affordable window attachments. Her work includes developing utility-facing technical resources, providing hands-on technical support for program and pilot development, and conducting applied research in the residential and multifamily sectors.

In addition, Allegra leads a national technical assistance effort to support the review and updating of Technical Reference Manuals (TRMs), with a focus on envelope measures. This work helps enable the adoption of new technologies by utilities and supports the transition of research-backed solutions into real-world programs.

She is motivated by work that combines technical rigor, collaboration, and tangible outcomes, and by the opportunity to translate energy-efficiency research into solutions that meaningfully improve how people experience their homes and buildings.
