High Performance and Green Federal Buildings in the United States

Abstract

This paper looks at recent development in high performance and green Federal buildings in the United States. Congressional legislation and executive orders from the President of the US drive most development of Federal building regulation in the United States. The US Department of Energy’s Federal Energy Management Program (FEMP) is responsible for writing rules for Federal building design that become part of the US Code of Federal Regulation (CFR). Two pieces of legislation and one executive order are the main drivers behind recent efforts. The requirements from these drivers are being incorporated into two parts of the Code of Federal Regulations. 10 CFR Part 433 addresses Federal buildings that are designated commercial or high-rise multi-family residential buildings, while 10 CFR Part 435, Subpart A address Federal buildings that are designated low-rise residential buildings. This paper discusses the development of these regulations.
